Dear Community Radio Friends,

"Know Your Rights" is a series of twenty, 2-minute commentaries on the state of civil liberties. The tone is urgent. The times demand it.

But we don't want you to air "Know Your Rights" on your station! Instead, we want you to create your own series.

WMPG, the community radio station at the University of Southern Maine, teamed up with the Maine Civil Liberties Union to produce "Know Your Rights." The series looks at timely constitutional issues like The Patriot Act, gay marriage, "free speech zones," school vouchers, privacy, and much more.

WMPG produced much of the series with a local angle in mind. The local angle supports WMPG's commitment to localism and helps bring the issues closer to home for listeners. It's for those reasons we are encouraging stations to create their own series on civil liberties.

Below you'll find a "primer" in .pdf format to offer suggestions on how you might produce a similar series. We've included a note from MCLU attorney Zach Heiden that can be used as an introduction to American Civil Liberties Union affiliates in your state. Collaborating with ACLU affiliates would be valuable. Collaboration between community stations and local non-profits is useful for station outreach, promotion, and programming efforts. Besides, they are experts in civil liberties protection.

We chose a two-minute, commentary format for flexibility and repetition. For example, WMPG is broadcasting the entire series twice - once Monday-Friday, at noon and 7pm, and another time one piece per week, several times a week. Messages regarding the state of civil liberties bear repeating. One half-hour program, for instance, can easily be lost to the ether but a series of short, repeated messages may reach larger audiences and have greater impact.
